Funny you think you need such hard steel for pedestal liners. Modern diesel trucks often use plastic ones. If present you can see their color which was green. These liners will either wear or the sides of the journal boxes will wear. Replaceable liners are easy to replace as opposed to new journal boxes. Something will wear, you can't prevent it. Hard to keep lubricated.

As I recall, there was a detail drawing for StL64 EIB truck pedestal liners in that box of TMER&L shop drawings I donated a couple of years ago. Did it specify the type of steel?
